Yes of course he is… but why do so many doubt and not believe? Everything in nature, in your body, in your experience of ‘coincidence’ and especially your concience points to the fact that there is an all powerful, all seeing, all knowing, all loving creator God… It is one of the most refreshing psalms to read, psalm 18, as it affirms this assertation saying things like ‘The heavens declare the glory of God’ and ‘day after day’ his creation ‘pours forth speech’. Speech, speech!!! and in Romans it says that ‘no one is without excuse because since the creation of the world his invisible attributes are clearly seen.’ And so since everything seems to point to the fact that God really is there, actually, here, we have a responsibility to do something about that.
